► Summary of the report: Entrusted on 26 December 2025 by the French Minister of Justice with a mission to prepare the reform of the École nationale de la magistrature (ENM), Charles Touboul Moracchini, member of the Conseil d’État, starts from the observation of a crisis of citizens’ trust in their justice system to propose a “new ENM”.
The report proceeds in three stages. It first traces a contested model: the long road towards a national school, its singular place internationally, and the tensions between the judiciary and public opinion, setting aside radical options in favour of an in-depth reform that does not break the national model. It then rethinks the school’s mandate along three lines: a judiciary within society (diversity of recruitment, knowledge of economic, social, environmental, digital and cyber issues, judicial communication), a judiciary at the heart of public service (users’ expectations, joint teaching with the INSP, mobility), and a judiciary with proven skills (access routes, resized initial training, continuing training, thematic tracks, an Institute of Judicial Management). Finally, it describes a transformed school: governance, organisation, texts to be adopted and an implementation timetable of 12 to 18 months.
The report makes 30 proposals and chooses to keep the name ENM, a “powerful brand” inherited from more than fifty years, for a profoundly transformed school.
The report is written in French.
